Apparently they can use CCTV cameras that can track your car number plate to fine you for disposing of litter such as takeaway containers, paper, cigarette butts but the more serious fly tipping is too difficult? BBC News

I watched this on tv last night - absolutely shocking. It's clearly organised crime on a massive scale rather than random. The behaviour of those who saw they were being filmed were really aggressive. I can't believe nothing is being done to tackle it. You can watch it on iPlayer here
