Yep, tops of felt tip pens. I wanted to use the main body of the pens and make the pieces longer, but it is different plastic, more brittle which cracks and splinters when you cut it. How to make it is on my blog.

Very colourful
I was going to say drinking straws or the insulation off electical wire, but I thought it looked stronger than those really.
I used to chop up drinking straws and use them for threading, alternating with milk tops or tissue paper circles to make necklaces or Christmas hangings at Playgroup. The children liked chopping up the straws (used and washed), but they shot off everywhere.
