A scandal leading to 45 injured sheep that had to be killed. The governments response to a previous petition was that they couldn't ban exports because of EU rules, but they would enforce regulations on food, water & rest.

So what happens. A lorry which is unfit (and known to be). Sheep with trapped and broken legs. A port which cannot safely unload the animals - they were put in an area where the floor collapsed and sheep were drowned.
If that is enforcing the rules I prefer Thanets approach - they have banned the trade straight away.
