You'd only need 6" of top soil, you could fill the bottom up with chicken poo and top off with soil.

I have a concrete drive which we pebbled over...It now has a 3 x 1 metre raised veg bed, a greenhouse and 8 half beer barrels and a range of pots and potato sacks all producing a large amount of fruit and veg....photos on here viewtopic.php?f=18&t=16332" if the ideas are any use to you.. )t'

I did as Dom suggested..filled the bottom up with all the chicken poo waste then a mix of soil and compost on top...

There are plants that thrive in places where the soil is poor. If the weeds can grow maybe they will. Maybe avoid acid lovers though.

You have been given lots of good ideas. Don't forget about alpines. Just make little pockets of compost in your stones and plant. They will creep over the stone, giving you some pretty ground cover. Could be done around flower pots.
My front is gravel, a lot finer than you probably have, but things just creep over without adding dirt.

Thanks Kaveri.. )t' The raised bed is about 12'' deep and lined with weed fabric..
Don't forget to take some before and after photos.. >gl<
