What is the best way to sharpen shears, please.?

The quickest way is to use a bench grinder, just lightly run the blade across it until it is as sharp as you want it.
If you don't have a gringer then you could used a metal file to slowly file down the edge and finish it off with a sharpening stone.

PS A mower repair/servicing place will probably grind the blades for you as they have the equipment for sharpening mower blades.
