I feel I should know for certain, but I think it's a hebe. The flowers are the wrong shape for a buddleia

'Little Henry' Dwarf Sweetsprire
(Itea virginica)
A compact sweetspire! Little Henry starts out the summer with a beautiful display of fragrant white flowers that blanket the shrub. As summer progresses shiny, disease-free foliage takes over until fall when the foliage turns a stunning garnet-red. Perfectly suited for covering large banks, beds and borders. 2'-3' tall and wide

Looks more like Prunus lusitanica - Portugal Laurel.
Large shrub or hedging.

Going by the leaves it does look like one of the laurel family. I have one on a verge opposite me which does flower. It is sweetly scented and absolutely loved by butterflies.
I am now a widow and live with my memories.
