Help (starting off)

Hi, My name is marie and I am an alcoholic..........Whoops wrong site!
Seriously, we love the idea of keeping chickens but don't know the first thing about it. I have looked through your site, good fun and very interesting....but.
I dont know where to buy chickens, how to house them correctly or what to feed them on. We live on the edge of a small estate and have a large garden. Hubby Mark is good at d.i.y. but we dont know what we need.
Are there any special regulations we have to observe, any way of dealing with neighbors, are chickens noisy, do we need a cockerel, do we have to register with any official body.....etc etc.
I would really appreciate all and any advise. We also have four cats!!
