Getting people back to work would have been reasonable if there was a strong force of inspectors able to certify each workplace and say how many could safely work there.
But in the bid to save money (cut waste they called it) the service has been cut to the bone and beyond. Even before the pandemic they knew the clothing factories in Leicester were working illegally but couldn't stop them. And it is not 'waste' to have slack in the system it is being prepared. 'Just in time' is bound to fail.

And office work from home has been on it's way for a long time. A good thing all round. When I started work 50+ years ago (and before the days of the internet and desk sized computers let alone pocket sized ones) one place the Road Traffic Research Office (?) allowed researchers to work flexibly, judging them by what they did not what hours they were in the office. Unless there is good reason it shouldn't be necessary to spend every hour of daylight at your desk, if you would rather dig the garden then work in the evening. May need a bit of thinking about details but lockdown has been the spur. Arrogant to say 'go to the office' for everyone, employers and employees know their own circumstances.
